The prevalence of impunity can be ascribed to, in general, the absence of political will to back the investigations; the non-existence of an adequate legal framework, and a weak judicial system; the inefficiency and lack of expertise of the police and legal investigatory bodies; the meager resources assigned to those responsible for providing security and enforcing the law; and official negligence and corruption.
